On April 10, only a few weeks into the pandemic, the Congressional Research Service (CRS)&nbsp;<a href=\"https:\/\/crsreports.congress.gov\/product\/pdf\/R\/R46309\">published a report<\/a>&nbsp;on the \u201cEffects of COVID-19 on the Federal Research and Development Enterprise.\u201d The report described the consequences of social distancing and other pandemic mitigation measures.
